At the NFL league meetings in Arizona, the owners approved several rule changes for the upcoming season.
1. Prohibits the “leaper” block attempt on field goal and extra point plays.
2. Makes permanent the rule that disqualifies a player who is penalized twice in one game for certain types of unsportsmanlike conduct fouls.
3. Changes the spot of the next snap after a touchback resulting from a free kick to the 25-yard line for one year only.
4. Gives a receiver running a pass route defenseless player protection.
5. Makes crackback blocks prohibited by a backfield player who is in motion, even if he is not more than two yards outside the tackle when the ball is snapped.
6. Replaces the sideline replay monitor with a hand-held device and authorizes designated members of the Officiating department to make the final decision on replay reviews.
7. Makes it unsportsmanlike conduct to commit multiple fouls during the same down designed to manipulate the game clock.
8. Makes actions to conserve time illegal after the two-minute warning of either half.

Not quite sure what 8 means. Isn't that subjective? Last thing we need are the refs making more judgement calls

I think it also is in conflict with Einstein's Theory of Relativity

It's really all relative?

#1 - good... Not that I think it's a good rule, but they miss it all the time. How in the fock a crew misses that call is beyond me.. The most ridiculous one I saw was back during the 1st Seahawks/Zona meeting.

Of course, if they're missing it - I guess this doesn't stop that.

I'm confused on #4. You can't contact a receiver after 5 yards anyway. Are they saying now you can't hit the head, or with the head, within 5 yards? That was legal before?

"Actions to conserve time"

The fock does that mean

Does that outlaw spiking???

Icing the kicker with time outs? :dunno:

From pft...

The NFL is considering a rules proposal that would make it unsportsmanlike conduct to commit multiple fouls on the same down, designed to manipulate the game clock. That rule is inspired by the 49ers defensive backs grabbing all of the Saints receivers late in the first half of a game last year, forcing the Saints to run a play that took precious seconds off the clock as they tried to score before halftime. Kelly acknowledged after the game that it was a tactic he had his team work on in practice.

Under the old rules, the 49ers were only called for defensive holding, which they were glad to take to allow time to run off the clock. Under the proposed rule, it would be both a 15-yard unsportsmanlike conduct penalty, and the clock would be reset to where it was before the snap.

Man I'm all for that one.

But if they mean 'spiking', that's going too far. Maybe if they did like the intentional walk and didn't actually have to go through the play, but hell, someone could jump offsides or whatever, so maybe not even then.

Was thinking the same thing.

Was thinking the same thing.

Unless they're referring to when the QB leaves the pocket, when the WR becomes fair game again, but I would've thought head shots, or leading with the head, were already illegal in that case.

Opening this tread was "grab the Maalox" time but I've no real complaints except the last one which, like everybody else, I didn't understand and this explanation suits me well. So, I've got no beef here.

That applies to #7, right? What about #8?

There's another rule they quietly changed not listed above.

I never knew this rule existed, but apparently Refs (and players?) were disallowed from going to Vegas during the season.

They COULD go off-season, but had to log a form with the League before doing so.

Well, in light of recent developments, that rule went away...

Farking stupid. I don't know the exact language, but if it's JUST Vegas, what about Atlantic City, Foxwoods, etc.? Not to mention foreign sites like MaCau and Europe?
