This is rebranding something that is already a crime because of the crime's proximity to a place of worship, not prohibiting something that is normally legal on Sunday. It's the same concept of old puritan laws... in ny restaurants entrance doors can not be 1000 feet from a church if they serve alchohol. It's all stemming from the same set of laws as. Houston has something like this where you can't have a strip club within I don't know a thousand feet or something like from a school. The idea behind it I'm pretty sure is it's one thing if you want to go to the Shady Side of Town out by the airport and get your jerk on, it's another thing to be a little kid and not be able to avoid that kind of environment. I went to Grand Rapids for Ronna Romney's Michigan Republican National Chairman campaign and fantasized about being sexually abused by the candidate. Alas, no such luck. I also got a three day stay on Mackinac Island with the Jack Kemp Presidential campaign and downtown Detroit with a local state senator, I could have just as well commuted for that one. No pervs (but "the Robertson People" were really creepy) and it was all a really cool civics lesson. I wonder if in today's environment, kids can still do this sort of thing.
