Only if the rule is in writing in the bylaws...assuming you have a Commish that created a league bylaws. If not, then you don't owe anything, and you need a new Commish. We charge a $25 fee for leaving a starting position empty (say you dropped or traded a player after week 3, and did not insert a new player in your week 4 lineup). I can't get the league to apply the same fee to players left in during a BYE week...Half the league believes they should not HAVE TO pickup a backup kicker or TE if they don't want to...they would rather take the zero.
