Start thielen or Jeffery in PPR?

Thielen'd floor has been 10 and ceiling 15ish. He is playing a poor colts d. Jeffery is coming off suspension w/ a new QB, but has a higher ceiling.

I'd say red-zone targets will favor Jeffery and number of catches favors Thielen.
