A lot of bad defenses are bad every year. But yea you still need to look to see if they brought in any impact players keeping in mind 1 player trying to gel wont make a big difference. Also injuries from prior year play a role. Long and short you try to evaluate who can be run on and who can be passed on to set up your own targeted players to your draft strategy and prediction of where players will fall.
