I think it because he's fat. At least that is the joke I would make. See, he's so fat, that a realistic painting of him would require a lot of paint. Canvas too, I guess. It would also take longer. I don't think artists get paid by the hour though. Government spending is usually high too. At least that's how it seems. Maybe it was a famous artist?

true story, I was at the 2016 PGA championship and christie was there for the final round. So was Andrew "Beef" Johnston. We were watching Beef come up 18 and I realize 5 feet to my left is Christie and family (and security) getting ready to escort him toward the 18th green / clubhouse area. After Beef hits his shot, christie and crew take off down the fairway and the crowd does their usual "Beeeeeeef" chant.... so I yelled out "Wait, which one is Beef?!?!"
