    President Obama will push to "fully reverse" the so-called sequester cuts as part of his upcoming budget plan, a proposal likely to anger fiscal conservatives who want to see spending limits in place. The across-the-board cuts, agreed to by both parties, have been in effect since 2013, after lawmakers were unable to produce a more strategic deficit-cutting plan. Members of both parties have problems with the cuts, which indiscriminately affect both domestic and defense programs. But according to a White House official, Obama plans to call for a complete overhaul when he addresses the House Democratic Caucus in Philadelphia Thursday evening.   8. There has reportedly been a shooting at a high school near Portland, Oregon. Police in Troutdale, Oregon confirmed that there has been a shooting at Reynolds High School, but had no other information at this time. Someone reported the shooting to police at 8 a.m. CBS News is reporting there are injuries. At this time, it's unclear whether there's a suspect in custody. Police are treating this as an active shooting situation. The school is in a lockdown. Fox 12 in Oregon noted that it's finals week at Reynolds High and some students didn't have to be at the school until 11 a.m. A Life Flight helicopter has reportedly been dispatched to the area.   10. Congressional budget scorekeepers said they can no longer measure the fiscal impact of many provisions of ObamaCare because the task is impossible. In a little-noticed footnote from April, the Congressional Budget Office (CBO) said it will continue to assess the effects of the law's exchange subsidies and the Medicaid expansion, while not tracking others. "The provisions that expand insurance coverage established entirely new programs or components of programs that can be isolated and reassessed," the office wrote. "In contrast, other provisions of the Affordable Care Act significantly modified existing federal programs and made changes to the Internal Revenue Code. "Isolating the incremental effects of those provisions on previously existing programs and revenues four years after enactment of the Affordable Care Act is not possible." The note came in the CBO's analysis of ObamaCare's insurance coverage provisions in April and was first reported Wednesday by Roll Call. It means that measuring the healthcare law's effect on the budget deficit will be much more difficult, if not impossible. The CBO is normally the best source of information on bills' projected fiscal effects. Democrats designed the Affordable Care Act to reduce the deficit despite its massive expansion of healthcare coverage by producing savings over time in programs like Medicare. The law also includes a variety of taxes and fees to raise revenue, some of which the CBO suggested it could no longer analyze.   11. A 2-year-old Utah boy died over the weekend when a 6-foot-tall dolphin statue outside a San Francisco fine art and antique store fell on top of him, authorities said Monday. Police said Kayson Shelton was attempting to climb the statue at the Majestic Gallery on Jefferson Street despite attempts by the boy's older sister to stop him. Witnesses told KTVU that Kayson collapsed shortly after the Sheltons left the store. The boy was taken to San Francisco General Hospital, where he was pronounced dead of internal injuries. "This is an unfortunate and tragic incident," the Majestic's owners said in a statement. "Majestic Collection is and has been co-operating with all investigative agencies. Our hearts and prayers are with the family." Police said that the Gallery had turned over surveillance video of the incident. San Francisco Police spokesman Officer Gordon Shyy told KTVU that the gallery's owner had been cited for violating a Port Authority code that mandates stores on Fisherman's Wharf to keep merchandise behind a line painted on the sidewalk.     Chinese firm reportedly cost California taxpayers millions extra for spotty bridge work California officials may be coming to regret going with the lowest bidder for repairs on the San Francisco-Oakland Bay Bridge, as reports show the Chinese company hired by the state produced spotty work that cost millions more to fix. The state, initially hoping to save on construction costs, hired Chinese company Zhenhua Port Machinery for the massive bridge repair -- as well as construction of the bridges new signature tower and roadway -- back in 2006. The company, though, had never built a bridge before. The Sacramento Bee reported Saturday that based on its review of more than 100,000 pages of construction records, Zhenhua Port Machinery not only lacked experience but was unable to make key decisions that led to millions of dollars being wasted on the project. MAIDUGURI, Nigeria – Suspected Boko Haram gunmen have reportedly kidnapped 20 women from a nomadic settlement in northeast Nigeria near the town of Chibok, where the Islamic militants abducted more than 300 schoolgirls and young women on April 15. Alhaji Tar, a member of the vigilante groups set up to resist Boko Haram's attacks, said the men arrived at noon Thursday in the Garkin Fulani settlement and forced the women to enter their vehicles at gunpoint. He says they drove away to an unknown location in the remote stretch of Borno state. As the tide of undocumented immigrants from Mexico is replaced by a growing surge from Central America, federal authorities in the United States are faced with the issue of returning home those migrants slated for deportation — now that "home" is a few thousand miles farther. The Department of Homeland (DHS), the federal agency responsible for deporting undocumented immigrants, charters daily flights to return migrants to their home countries – but as the number of immigrants rises so have the number of flights … and the cost. BAGHDAD Islamic militants overran parts of Iraq's second-largest city of Mosul on Tuesday, driving security forces from their posts and seizing the provincial government headquarters, security bases and other key buildings. Prime Minister Nouri al-Maliki pressed parliament to declare a state of emergency. The fight for Mosul was a heavy defeat in Baghdad's battle against a widening insurgency by a breakaway Al Qaeda group, the Islamic State of Iraq and the Levant, which has been trying -- with some success -- to seize territory both in Iraq and neighboring Syria. Earlier this year, the group captured another Iraqi city, Fallujah, in the west of the country, and government forces have been unable to take it back after months of fighting. The far larger Mosul is an even more strategic prize.
