You seem to always only focus on her (like with the FBI stuff only on them)....a full investigation would also comb through everything about him and his past and communications. Maybe even to the point of all the documents he wanted to withhold.

Now...I would say that those documents are outside of the scope of the investigation being discussed...of course...so is much of what you are wanting from her. Nor would any of it be shared publicly. They would look into what is actually relevant to the investigation. Most of which would be based on face to face questioning of any involved that they could compel to answer their questions.
