You didn't address the hypocrisy of your solution, which we've had for 50 years with little benefit. But let me offer an alternative solution. One I lived. And have posted about previously.
When I started 7th grade the Los Angeles Unified School District (LAUSD) implemented forced bussing to combat segregation. Many of my friends got bussed to the inner city to places like Watts and Compton. Fortunately, my parents could afford to send me to private school so I got to take horseback riding for PE for the next few years. But I digress. By the time I entered high school (10th grade) they had disbanded the force bussing program but kept it as a voluntary program. Now, none of my friends voluntarily wanted to go to Watts but a lot of kids from Watts wanted to go to my school. So we had 4-5 busses of black kids from the hood in my high school. But these were the kids who WANTED a good education. No kid is going to voluntarily take a 1 hour bus ride each way to go to school unless they wanted to be there. I was friends with several and knew a bunch of the others. Never had a problem with any of them, and I have no doubt the majority of them ended up being successful adults. THAT is an example of a social program designed to HELP blacks.
