When the Draft Board loads, every roster has a Make Pick button that you use to make the selection. If a pre-draft list has been loaded, it will show up on the draft pick page. If not, then you need to scroll through the available players list. The pre-draft lists don't clear when a player has been chosen, but you won't be able to pick the ones who've already been selected - no selection button for those.
