i never knew what the exact penalty is and i dont know how the redskins dont have to pay it cause for some reason it seems theyre in cap trouble every year yet they can go out and sign big contracts for just about anybody.

As of yet, never happened. I read an article where they speculated that it could range from draft picks to million dollar fines.

Denver and SF both got caught bypassing the cap (giving players money under the table), but no one's been over the cap yet.

It was the Broncos. Cheating in the years they won the SB

 

Some picks were taken away, but I'm not sure how many or what rounds. I think they were no less than 3rd RD picks though.

Pat Kirwin, on Sirus Radio, said that a team cannot be over the cap. He said that the top 51 salaries or so are what count against the cap, and if you are over, then the NFL will cut your 51st player and keep cutting until you are under the cap.

 

He didn't mention anything about a penalty, Denver got penalized for circumventing the cap, which is different then just being "over" the cap.

There was talk before the new CBA that the Redskins would not be able to get under the cap. Washington gives out so much in signing bonus, cutting players could cost more than keeping them.

Heard on ESPN News today that in the AFL, the Colorado Crush CHOOSE to carry two less players than every other team, this way they can pay their players more. Interesting (the AFL also has lots of guys that go both ways though, so its easier to do that).

But in the NFL, that'd only free up about half a million. Not really enough to make a difference.
