It's one of Joneo's pals. In Virginny the cops wait for the actual killers until they're done mass-murdering. They're askeered of anybody with guns. They might get shot!! But they take down unarmed minorities for sport while they're waiting.

Eh, I understand hypereaction, checking out anyone suspicious in that context. People shouldn't be bitching about the cop's response, a lot of the students commented on how fast they got there. If anything, it was a hell of a thing to be involved in and respond to, they probably did the best they could with the info they had.
