Foles has man love for Cooper and has already shown against sub-par defenses that he's just going to ignore DJax and throw like 23235089 X 10^4 passes at Cooper... I'd honestly consider Cooper over Shorts, but Shorts has been very consistent with almost no upside, if you want guaranteed 8-12 maybe 15 points - Shorts. If you want 8-10 with an upside of possibly 30... you swing for the fence with Cooper...
