Essentially, the 2003 survey testing was more of an informal gauge to track PED usage before 2004, when a more comprehensive drug testing program was implemented. Dominican Players (i.e. Pedro) knew what a force Ortiz could be and they knew he had tons of potential in the right environment - it's why Pedro lobbied Sox ownership so hard to sign Ortiz.
