tubby_mcgee 686 Posted June 17, 2019 So someone explain to me....narrator mentions first pitch wasn't a strike, and second one was in exact same spot, and the ump called that a strike. The second pitch tho, the guy swung at. In that instance, was the ump giving the strike "signal" because the ball was in the strike zone, or because the guy swung? If its not in strike zone, and guy swings, does the ump not signal strike?

JustinCharge 2,397 Posted June 18, 2019 Mike Fiers suddenly blossoming at age 34. from the comment section: MLB has admitted the balls are having less grip. It's a production issue they're trying to sort out. They're almost 100% of the time looking the other way, and teams aren't reporting rival pitchers, cuz their own pitchers are doing it too. Technically, the pitcher is not allowed to use any foreign substance besides rosin from the rosin bag. That being said, pitchers use pine tar and as long as they use it sparingly, it’s not enforced. Or at least that’s my assessment from this USA Today article: https://www.google.com/amp/s/ftw.usatoday.com/2018/10/mlb-unwritten-rules-pine-tar-alcs-astros-red-sox/amp
