The way to pay wasn't my question though, it was how to ensure there's no fraud and whether illegals are eligible. Not trolling, just asking honest questions. If people are getting an extra $500 per month, they'll likely accept a lower hourly wage rate or salary. Ultimately, employers can pay people less and the net affect is probably zero. The plan of deregulating the healthcare industry completely to allow more competition. More competition always equals lower costs.
