There’s a couple of “high end” gyms/athletic clubs in the area and I’m sure they’d serve the women who came there in leggings and other athletic gear. 

If they hadn’t experienced issues with people wearing the referenced items, they wouldn’t have made the sign.

They are on the wrong side of Aliceanna St on Broadway, but the building and setup is cool. It gets worse as you go up Broadway. Crossing over Fleet St, then Eastern Ave etc.

You eventually get to Johns Hopkins Hospital up that road, and the surrounding area is not good at all.
