I think it's pretty obvious that the delay caused the issue. While Guiliani is answering the previous question, Cuomo interrupted and threw in the Biden investigation question again. Guiliani clearly stated that he asked the Ukraine government to investigate the claims that were made. If that eventually leads to Biden, then it does, but that's the intent.
