Does it carry any extra weight on whether a player will play? A game time decision is 51% chance to play, a true game time decision is 49% chance to play? It just means that while some players are listed as "Questionable" but are expected to be ready to play (perhaps due to practicing in full all week, like Damien Williams this week), others are truly "Questionable" in that it comes down to how they look/feel in pregame warmups. Now that the NFL has done away with the "Probable" injury designation, "Questonable" means anything from "not quite at full health" to "don't hold your breath," but there's no functional distinction between a game time decision and a "true" game time decision.
