Not really.

China is all about connections. For example, there are plainly illegal business like brothels or rub and tugs operating for years. It's such an open secret even I know about it, and I can't read, speak, or use the local internet. Nothing happens. 

Then one day, the cops raid the place. 

Did it take the cops all that time to figure it out? No. Someone just stopped paying their bribe, or a Rival paid a bigger bribe, or the cop decided his nephew would take over the business in a location that pops up down the street.

Enforcement of anything is extremely spotty here, and who you know always shields you... Right until it doesn't. 

Plus... Lots of people competing here. Plenty willing to take the small risk.
