The operations carried out by military special forces are pretty cheap, seeing as most involved are just collecting their normal military paycheck. The operations carried out by CIA probably varies. Special Operations Group missions are likely comparable to military special ops. Whatever the normal pay is for the operators. Political Operations Group handles the psychological (aka propaganda), economic, and cyber warfare. That is probably pretty affordable given modern technology. Russia was able to steal a US election with $100k worth of Facebook ads. As for contract assassinations, those run $50k to $500k, so pretty cheap in the big scheme of things. Where the real money is spent is the trillions on foreign aid to control countries in South America, Africa, and the Middle East. And the trillions spent on technology, ranging from military aircraft to UAVs to satellites to NSA front companies like Facebook, Google, and Intel. These dollars are not directly associated with any specific black ops mission but they are necessarily part of the big picture. But the benefits of these expenses trickles down to other areas of our federal government outside of assassinations and nation building.
