I'm assuming they got the masks from one of the offices they were destroying,as for the phone no idea but they used it on a 16 minute Facebook Live video which I also assume this clip is from.

I'm a bit relieved as the only "Lansing" I know is in Michigan but this prison is in Kansas. It looks like fun, a lot more fun than the news reports indicate. As of six hous ago, nobody escaped and none of the staff got hurt.
