You're close--in PPR always flex a COMPARABLE WR over a RB.  You have to pay attention to all the words.

If you have a workhorse RB with fresh legs and little competition for carries who also excels as a receiver out of the backfield with a QB returning from a month-long injury, and a WR who is barely catching 50% of his targets leading to 3 receptions and 55 yards or less in 3 of his 5 games this season and no TDs since Week 1, there is some room for discretion.
