Flex for 1/2 point PPR

In multiple league I have the same Flex:

Scott vs NYG

or

Woods vs CHI (2 leagues) / Kupp vs CHI (2 leagues) 

All leagues predictions are within a point of my opponent. I know Woods/Kupp will get 7-9 points. So will Scott have a higher chance of doing better?

Is this PPR? If so I'd rather take the WR, whether that is Woods or Kupp (I'd go with Woods).

Giants haven't been terrible against the run and with all the injuries the Eagles have, they could try to shut down the running game and force Wentz to go to backup receivers/TE. 

Scott also didn't look great week 1 when Sanders was out. Woods is the more talented player with the higher upside.

yup, well at least I got a good start in 2 leagues... 

I also have Lindsey on my benches. I might start him over Woods if Gordan doesn't play again.

I ended up Getting Kirk on 2nd WW for the week and used him over Kupp. First week I won in all my leagues....which is a relief. I was starting to get disenfranchised with the NFL this year!
