Unlike agencies in many other states do, the EDD did not cross-match unemployment claims against a list of prisoners, enabling inmate in California to easily exploit the system, prosecutors said.

Upon approving unemployment claims, the EDD would mail out debit cards that do not require identification for use. Individuals would go to ATMs with stacks of debit cards, extracting up to $1,000 at a time. After collecting unemployment funds, friends and relatives of inmates would send money orders to jails and prisons.

Sure, but the real issue here is that the California government knew it was happening and had no intention of stopping it. They still haven't stopped it.

The bulk of the money was coming from the federal government.  The state government was involved in a fraud scheme against the federal government.

Yep. Dooshbag down the street did the same thing. Dropped out of school in 6th grade, with the blessings of his POS mother, been in and out of County lock up since his teens. Got out after an extended stay for burglary and possession of stolen property, never had a job a day in his miserable focking life, filed a claim and got $10 G's.

WA state also had an issue with unemployment fraud.  In our case 100s of millions of dollars got sent to folks in Nigeria.  Checking that the recipient is actually in your focking state (let alone country) is SOOOOO HARD!!!!
