Bad thing for the Browns is they seem to be getting behind the chains on 1st down. They ended up converting two 3rd and longs there. If that becomes a consistent theme, they're in trouble. Holding and intentional grounding penalties are essentially meant to give the defense a tackle for loss or sack. And, of course, out of bounds is out of bounds even if it's out of bounds in the end zone. Do we treat it differently for catches or if a receiver runs a route and steps out of the back?
