D Samuel or K Allen---which one would you prefer in a Trade?

I am going to deal D Montgomery/K Herbert combo for one of these receivers in a ppr league. Which one would you rather have?

Allen is a buy low. Samuel is a sell high to me. Allen’s numbers point to him underachieving based on targets, usually that straightens out over a season. Lance potentially taking over the qb job would be a big downgrade for Samuel to me.

Because I have no wrs for week 9 both players on byes and there is crap on fa market and I have a surplus of rbs....Kamara. Henderson  and Patterson.
