H. Henry or D. Arnold Full PPR

I'm trying to decide who to pick up off waivers between Henry and Arnold. I have Higbee on bye. Henry has the better matchup this week especially if J. Smith is out against ATL. D. Arnold is getting targets but just hasn't scored. He has the harder matchup this week against SF. TE is usually such a dumpster fire unless you have the top guys. Which of these 2 players do you like better ROS, who has more upside? Thanks for any feedback.
