And so are many contractors. Even a scumbag is allowed to not pay for work not done , not done properly or being overcharged.

I agree, but it's not that likely ones that Panthers hired are among those.

The initial issue was not with the contractors anyway, it was with Tepper and the county/city where it was being built.  I actually think Tepper may have been in the right on that.   But not sure why he wouldn't pay the contractors the full amount for the work that was done.
