That's Target saying it, and to be honest, they're not wrong.  We've all seen videos of a large groups of people just ransacking places and stealing a bunch of stuff.  We know there's major cities who are setting high dollar value limits on which they will finally prosecute.

There’s an enormous amount of organized shoplifting.  My brother did it for a living 20 years ago.  There’s also a huge amount of product diversion, where items never make it to the retailer and end up sold on Amazon or ebay.
