The level of control at the border that would be necessary to stop illegal immigration is unacceptable because of the trade it would also interdict. Not sure where they live or how they do it but they definitely appear homeless. They have recently unwound some stuff they allowed during pandemic in regards to what I would consider homeless and this has changed what you see in terms of people literally camping in parks or living in a car.
