It's a single sentence he latched on to in an article he tried to read to try and educate himself really quick to try and sound smart. . You really make him jump like a monkey. 

What it means is if a rogue actor got their hands on a couple we would be able to defend ourselves. But we don't have the ability to defend against a large attack from Russia or China. Trump obviously wants to improve on that, but, tiny brains think he's talking about Hamas rockets from Mexico.
