In 2009 abortion wasn’t a “wedge issue”; it was a constitutional right. It wasn’t codified because Democrats didn’t believe back then that Roe would be overturned. They didn’t think that Republicans, knowing how most of the nation felt, knowing that overturning Roe might destroy the GOP for decades, would ever be STUPID enough to give in to the extremists on the right who wanted the Supreme Court stacked with extremist ideologues so that they could rid of it.
