I've lost all faith in humanity's intelligence.  3 pages and nobody picked up on what he really meant.

He was talking about fixing the abuse in the voting system.  He needs every single vote, specifically calling on Christians that may not vote regularly, to overcome all the cheating; votes without ID, mail in ballots, etc. etc.   (True or not, that's what he was referencing).  4 years and he fixes it, ID in person voting and the next republican won't need all the on the fence voters.
