Adams turned around and appointed Banks as a deputy commissioner in the NYPD, essentially running the place. The feds were not happy with that, assuredly. You don’t disregard them when they go on record with something like that. Adams is and always was an arrogant clown, but he has a low IQ. He can’t pull off something like that.
