The general rule is that all legislation will, in the fullness of time be misapplied, intentionally or overzealously, and will be misinterpreted, to forward an agenda if at all possible. Trying to anticipate the bad faith of persons empowered by legislation and addressing it before that bad faith arises is really quite a challenge. 1 Quote
