I'm operating based on easily researched facts, which include D.C.'s crime rate dropping long before federal troops, that their presence has had no impact on crime and that they were placed in safe tourism areas instead of where the crime occurs. The North Pole is void of crime, and Trump sending troops there would ensure that it would stay that way, but if your assumption is that putting federal troops in super-safe tourist areas, freeing up police to go after the crime-riddled areas, then you'd still have a noticeable decline in D.C.'s overall crime rate, which hasn't taken place.
