From yahoo: https://help.yahoo.com/kb/SLN6811.html Each manager is given a budget that ranges between $1 (min) to $999,999,999 (max) to make offers on unclaimed players that are on waivers. The default budget is $100, but the commish of a Private League can adjust the budget as they see fit. Offers are blind, so other managers can't see what your offer is. Your offer can range from $0 to the remainder of your budget. Highest offer at the end of the waiver period signs the player. Offer amount is deducted from the manager's budget that signs the player. Ties are broken by Continual Rolling List waiver priority.

We discussed it two seasons ago and I think the plan was to implement it last year but just we forgot. Nobody was against it. It isn't a major change but just adds a little extra fun to the waiver wire. Yes, the $100 is for the whole season. You can always bid 0 dollars on a waiver player but if someone else bids more than 0 dollars they would get the player. It is just a blind bid so I might bid $20 and the next highest bid might be $1. I would pay $20, not $2.

I was hoping we could get everyone to chime in on this. I have seen quite a few times that people are up to draft but it feels like an inappropriate time to text them.
