Nice speculation. When the fires first started the winds were so strong that it couldn't be fought from the air. When the planes were able to fly the were getting water from the ocean. Is it possible a few homes might have been saved? Sure. The reports from the ground that this reservoir being off line wouldn't have made much of a difference. You also have to think why it was off line. I read that it was due to maintenance which is a valid reason.
