The House Judiciary Committee Wednesday approved legislation that requires law enforcement to verify peopleâs immigration status during a stop if they have âreasonable suspicionâ they are not authorized to be in the country. SB 53, sponsored by Sen. Wes Kitchens, R-Arab, also makes it a Class C felony, punishable by up to 10 years in prison, for someone to knowingly transport a person without proper authorization into the state. âThe intent of this bill, what we are trying to do, is to provide tools for our law enforcement officers,â Kitchens told members of the committee. âIf someone has broken the law, if the person has been arrested and taken to jail, to give the law enforcement officers and the jails, county, municipal, state jails, the authority they need to be able to verify immigration status when that individual was there.â Jasmin Hernandez-Alamillo, the community health coordinator for the Alabama Coalition for Immigrant Justice, a group that advocates for immigrants, attended the meeting and said he felt âutter devastationâ at the vote. âThey are not recognizing human beings as human beings,â she said. âThat makes me extremely upset because I come from immigrants. My family are immigrants. I work with immigrants every single day, and they do not see us as humans.â The committee approved Kitchensâ bill one week after the committee hosted a public hearing in which members heard from several who spoke against the legislation, with one pastor telling the committee it violates Christian values, and a second person saying it could prevent people from obtaining the necessary paperwork to bring their children back to their home country in the event they are deported. It directs the Secretary of Commerce to immediately consider suspending, revising, or rescinding regulations that overly burden Americaâs commercial fishing, aquaculture, and fish processing industries. It directs the National Marine Fisheries Service (NMFS) to: Incorporate better, cheaper, more reliable technologies and cooperative research programs into fishery assessments. Expand exempted fishing permit programs to promote fishing opportunities nationwide. Modernize data collection and analytical practices to improve the responsiveness of fisheries management to real-time ocean conditions. The Order establishes an America First Seafood Strategy to boost U.S. seafood production, sales, and exports, ensuring long-term industry growth and global competitiveness. The Order also mandates the development of a seafood trade strategy to address unfair competition, low environmental and labor standards, and illegally sourced seafood from abroad, while expanding access to foreign markets for American seafood products. It tasks the administration with improving the Seafood Import Monitoring Program (SIMP) to better detect high-risk shipments from countries that violate international laws. It orders a review of all existing marine national monuments to assess opening them to commercial fishing. ADDRESSING THREATS TO AMERICAN SEAFOOD COMPETITIVENESS: President Trump recognizes that overregulation and unfair trade practices have eroded the U.S. fishing industryâs global leadership. The U.S. controls over four million square miles of prime fishing grounds but imports nearly 90% of its seafood, resulting in a trade deficit exceeding $20 billion. The seafood industry is one of the most heavily regulated sectors in the United States, with restrictive catch limits and outdated data hampering American fishermenâs productivity. Illegal, unreported, and unregulated (IUU) fishing, forced labor in foreign seafood supply chains, and unfair trade practices abroad all undermine U.S. markets.
