What you're describing is a PE problem, not an illegal problem. Without the illegals, the roofing costs would be even more. PEs would still invest in an industry where they can make money. Roofing isn't attractive for PEs because of illegals, it's attractive because everyone needs roofs and the early 2000s housing boom presents a large market where those shingles are aging out.
