Let me explain. If something happens .001%, that means it exists, but not in a frequency where it's significant. Make sense? So while voter fraud has happened in isolated incidents over many years, it's usually not significant to the outcome of the election. When Donald Trump says that we need to stop mail in ballots because you can't have a free election with it, the next question is show me the evidence in a statistically significant manner. You can't.
