You can make the argument that it was incidental. Players are moving so fast, it's really hard to avoid a collision like that, but the rule is the rule. To me it looks like he lowered his head. The only logical conclusion is that the refs thought it was incidental, which is why they didn't call it. Looking that the replay, I don't think it was. To me it looks like he lowered his helmet at the point of contact. That is the only way I would be "wrong". Either way, edjr saying that helmet to helmet is legal if you're a runner is one of the dumbest things I ever heard. He clearly knows nothing about football.
