That said, I don't think the demographics are equal for New York and Florida. Florida has the highest percentage of people aged 65 and older in the United States with with nearly 4.6 million adults aged 65+ living there - so New York would be providing more services related to families and children. I would imagina that are probably others factors too that would also account for NY having a higher budget if one were to look into this further.
