It appears she was 17 at the time and I assume that under then Florida law, she must have been of the age to give legal consent as far as making the decision on this (I can't find any links discussing the legal issues that were faced at the time)

No one under the age of 18 in this country has been "transitioned" and that is not what those who support gender affirming care are calling for.
