Judge Theodore Chuang blocked the Trump admin from taking any action relating to the shut down of USAID and ordered Musk and DOGE to reinstate access to email, payment and other electronic systems to all current USAID employees and contractors. Judge Chuang: The Trump admin's "actions harmed not only Plaintiffs, but also the public interest, because they deprived the public's elected representatives in Congress of their constitutional authority to decide whether, when, and how to close down an agency created by Congress."
