No they aren't. Immigrants who are not US citizens can't vote (with the exception of local elections in some states).

Particularly since she was married before to banker André-Louis Auzière in 1974 and then gave birth to three children Sébastien (born 1975), Laurence (born 1977), and Tiphaine (born 1984) which is kind hard to do for someone who is supposedly a man.
