If there is a need for a pardon it is because he will be targeted for prosecution by the Trump DOJ, a pardon will prevent hearings and a show trial which would be a complete waste of taxpayers dollars, as all the investigations of Hillary's alleged crimes turned out to be (which all amounted to nothing).
