1- If he testified to Congress what he honesty believed that wouldn't be lying (probably hard to prove he intentionally made a false statement). 2- Misappropriation of funds would be very difficult to prove. 3- Conspiracy to do what? If there is a need for a pardon it is because he will be targeted for prosecution by the Trump DOJ, a pardon will prevent hearings and a show trial which would be a complete waste of taxpayers dollars, as all the investigations of Hillary's alleged crimes turned out to be (which all amounted to nothing).
