I am not sure what point the OP is trying to make here. Before any conclusions are drawn that Biden is responsible, one should ask: How many of them were educated in Massachusetts? How many of them are foreign born so English would not be their first language? How many of them have jobs where English proficiency is not required to effectively do the job?
